I have just done a distribution upgrade to Kubuntu 16.04
and updated all software. Emacs now does not give me
the highlight colour (goldenrod) I had before. So I went
into Options, then Faces matching, typed in "highlight"
and got a page with some samples, the top one being for
Highlight face [sample], and the word "sample" is indeed
coloured pale yellow, as I want it. But when I use emacs
and select a region, there is no highlighting.

What am I doing wrong? How do I get a highlight colour?

Package emacs24 is compiled using the gtk toolkit which uses the colour of your desktop environment. There is also the package emacs24-lucid which does not. Try installing that.

Customize the face called `region', changing the background
colour from `gtk_selection_bg_color' to your preferred colour
(i.e. `goldenrod').

To find the `region' face in Customize, you can follow the same
procedure as you used to find the `highlight' face.

It's probably best if you also customize the foreground colour
of the `region' face to something contrasting; best not leave it
set to `gtk_selection_fg_color'.
